Speed Management around schools 2023/24

We want to make sure that speeds are safe and appropriate around our schools and make our roads safer for everyone who uses them.


We have a speed management plan for the district which will be implemented from 2024. As part of this plan, we are improving road safety around our schools over time as funding allows.

We are making a start on five schools and settlements we have identified for the first round of improvements. We are looking at installing signs, road markings, rumble strips, etc. at these locations from May to June 2024:

• Tahuna School and settlement
• Springdale School and settlement
• Walton School and settlement
• Stanley Ave School and Te Aroha College
• Manawaru School and settlement - this location is now programmed for our 2024/25 upgrades, subject to NZTA funding

Once the improvements are in the place for the initial set of schools, we will be engaging with other schools and affected communities as part of our 2024-2027 Speed Management Plan implementation programme.

What we have done so far

Prior to developing the speed management plan we worked with schools/kura and marae to help us fully understand the issues on the road, and the challenges they were facing around speed and road safety. We also worked with subject matter experts and our road safety partners to understand the issues and opportunities for improvements to our road network, particularly around schools and our smaller settlements.

We then developed a Speed Management Plan for the district to enhance road safety and align with the National Road Safety Strategy and Speed Management Rule. We publicly consulted on our proposed speed management plan in March and April 2023, and have used people’s feedback, alongside our technical reviews, to make our decision on safe and appropriate speed limits.

At the end of last year and beginning of this year, we met with the schools to talk about the speed changes and road safety improvements proposed. We will be sending letters to those on the affected streets and holding pop up sessions at schools were possible, to answer any questions from the community.

Speed management changes for schools and associated settlements 2023/24

Tahuna speed limit changes

Overview

Tahuna School is located on Tahuna-Ohinewai Road, which has a permanent speed limit of 50km/hr. The variable speed limit outside the school is currently 40km/hr during the school drop-off and pick-up times. There is a 100 km/hr speed limit very close to the school and there are currently issues with vehicles speeding along this road.

New road safety improvements

Additional road markings and signage will be installed outside of Tahuna School and on the approach into Tahuna to help manage vehicle speeds when the variable speed limit is not active.

Rumble strips will also be installed on the approach to the town, which will help drivers to navigate the speed changes when approaching Tahuna from either the west or south.

A new pedestrian island will be installed in front of the Tahuna Bowling Club as a crossing point for school children and domain users. This island will also help drivers to notice when someone is crossing the road and to slow down.

Springdale speed limit changes

Overview

Springdale School is located on No. 1 Road, which has a permanent speed limit of 70km/hr. There are currently no electronic variable speed signs outside the school. There are currently issues with vehicles driving faster than the existing speed limit along this road.

New road safety improvements

Electronic variable speed limit signage and warning signs will be introduced approximately 150m either side of Springdale School on No. 1 Road.

The existing 70km/hr signage and associated road markings will be replaced and upgraded to 60km/hr signage on No. 1 Road.

Rumble strips and warning signs will be installed on the approach to the town, which will help drivers to navigate the speed changes when they are approaching Springdale from either the north or south.

Walton speed limit changes

Overview

Walton School is located on Walton Road, which has a permanent speed limit of 70km/hr. There is a 100km/hr speed limit is located very close to the school on the west side. 

The intersection of Landsdowne Road, Morrinsville-Walton Road and Walton Road has been the subject of a number of complaints. There have been several near misses where drivers have not seen the intersection due to the limited visibility. To address the risks and manage speeds near the intersection, the town settlement, and the school, speed limit changes and road safety improvements will be required.

New road safety improvements

A ‘Welcome to Walton’ sign will be installed on the approach to the settlement from both sides. Speed limit signs and additional road markings will be installed to the east of Walton to notify vehicles of the new speed limits.

Speed limit signs and additional road markings will be installed on Landsdowne Road, Walton Road, and Morrinsville-Walton Road on the approach to the intersection to notify drivers of the speed changes.

Stanley Avenue, Te Aroha speed limit changes

Overview

Stanley Avenue School and Te Aroha College are located on Stanley Avenue, which has a permanent speed limit of 50km/hr.

The variable speed limit outside Stanley Avenue School is currently 40km/hr during the school drop-off and pick-up hours. There are currently no electronic variable speed signs outside Te Aroha College.

New road marking and signage will be installed on either side of both schools to notify drivers of the variable speed changes.

There are no changes to the existing permanent speed limit on Stanley Avenue, it will remain at 50km/hr.

Frequently Asked Questions


Why are the speed limits changing?

We are responsible for setting speed limits for local roads within the district, this does not include state highways which are the responsibility of NZTA Waka Kotahi.

To meet new regulations and align with the NZTA Waka Kotahi's national road safety strategy, we developed the Interim Speed Management Plan (ISMP). The ISMP reviews and amends the speed limits and implements speed management infrastructure, as required, which enables us to reduce the risk to road users.
