Firstly, finding a way to approach this issue with the 'carrot' approach rather than a 'stick' may be more productive.
I would prefer wheelie bins as they are easier to manoeuvre than crates, especially those containing glass.
Manufacturers need to address the packaging issues before the problem is transferred to the customer.
Lastly, NZ needs to re-purpose much more recyclable waste on a co-ordinated nationwide basis and produce new products from this waste to prevent items heading to landfill.
