New Zealand Guide to Temporary Traffic Management transition
As the New Zealand Transport Agency (NZTA) has retired the Code of Practice for Temporary Traffic Management (CoPTTM) and has mandated the use of New Zealand Guide to Temporary Traffic Management (NZGTTM) for all works funded or partially funded by the National Land Transport Fund, we will be transitioning to the use of NZGTTM.
For the local roads which we have legal jurisdiction of we will:
- Accept either CoPTTM or NZGTTM traffic management plans (TMPs) until 30 June 2026. This decision does not remove a PCBU obligation under the Health and Safety at Work Act 2015 to manage risks in association with their works.
- From 1 July 2026 we will expect all TMPs to adopt the NZGTTM approach.
- Any approved CoPTTM based TMPs will need to be migrated transitioned to NZGTTM by 1 July 2026.
- No new Generic TMPs based under CoPTTM will be accepted and approved from 1 February 2026.
If a PCBU currently has an approved CoPTTM based TMP and wishes to use NZGTTM they need to submit an updated TMP in the NZGTTM format that includes a risk assessment and follows the NZGTTM approval process. The existing CoPTTM TMP will be deemed to have taken the CoPTTM approach for its lifetime.
For clarity of staff reviewing TMPs, we ask that all applications utilise the standard forms (or forms using similar layouts) associated with CoPTTM and NZGTTM. Therefore, if a CoPTTM form is used it is assumed to take a CoPTTM approach even if there is a risk assessment included.

Streetlights
Streetlight outages, Matamata
We are aware there continues to be issues with streetlights out in parts of Matamata – specifically Smith Street, Farmers Road, Allenby Road, Sylvan Place, Sheffield Street, York Place, Rata Street, Matai Avenue, Bedford Crescent, Station Road, Rimu Street, Stanley Street, Kowhai Street, College Street, Hampton Terrace, Jellicoe Road, Elizabeth Street, Western Street, George Street, Ratcliffe Street and lights around the Firth Street/Peria Road/Waharoa Road/Broadway roundabout.
Streelight outages, Morrinsville
We are aware there continues to be issues with streetlights out in parts of Morrinsville – specifically Studholme Street, Sommerville Street, Pickett Place, Thorpe Street, Cureton Street, Craig Crescent, Chapman Crescent, Seville Crescent, Anzac Avenue, Osbourne Avenue, Alexandra Avenue, Eynon Road, and Lorne Street (from Cureton Street to Anzac Avenue).
Streetlight outages, Te Aroha
We are aware there continues to be issues with streetlights out in parts of Te Aroha – specifically Ema Street, Hubbard Street, Boundary Street, Kotuku Street, Koromiko Street, Koromiko Street extension and surrounding area in Te Aroha Domain, Church Street, Kenrick Street, Lawrence Avenue, Puriri Street, Rata Street, Brick Street, Gilchrist Street, Rewi Street, Rolleston Street, Whitaker Street, Wilson Street, part of Te Aroha Domain around the Bowling Pavilion and Grace Avenue.
These faults have been passed on to Powerco. We aim to keep you updated on any new developments as they come and will continue to work with Powerco to get the problem resolved.

Temporary road closures
Morrinsville-Walton Road, Morrinsville, 16-20 March
A section of Morrinsville-Walton Road - from the rail crossing through to the Bolton Rd/Kiwitahi Road intersection - will be closed day and night from 16-20 March 2026. Detour via Bolton Road. Business and resident access remains. The closure is required due to the location of works near the rail crossing. Fulton Hogan will also be working within the closure to do a second coat of seal following work done last year.
Roadworks
Morrinsville-Walton Road, Morrinsville, 9 February - 2 April*
We are doing rehabilitation works on a section of Morrinsville-Walton Road from approximately 55 metres south of the Kuranui Road/Eynon Road/Studholme Street intersection and ending at the intersection with Kereone Road. Works are expected to run from 9 February until 2 April 2026*. These works will include stabilising the existing pavement, adding overlay and sealing.
While the road will not be closed for the duration of these works there may be significant delays, so we recommend taking an alternative route. Options include Roache Road or Avenue Road South to reduce the congestion at Studholme Street and Kuranui Road.
For residents - please wheel your kerbside bins to the front of your property as per usual and our contractors will coordinate pick ups.
*The works were originally scheduled to be completed by 23 March 2026 but this has been extended due to operational constraints, including operating one-lane live traffic management (or single lane closure) and coordination with KiwiRail.

SH26 Allen Street, Morrinsville: closure Sunday 15 March (8pm-5am)
Allen Street in Morrinsville will be closed between the intersections of Canada Street and Waverley Avenue from 8pm to 5am for resurfacing on Sunday 15 March. A detour for all vehicles is eastbound via SH26, Avenue Road, Snell Street, Studholme Street, Coronation Road, Seales Road and back to SH26 and vice versa for westbound.
SH27 intersection of Walton Road and Wairere Road: start date tbc
Safety improvements will be installed on State Highway 27 at the intersection of Walton Road and Wairere Road. Start date tbc but could begin week of 16 March. Improvements include installation of a right-hand turn lane, roadside safety barriers, guardrails, line marking, new signage, swale construction, shoulder widening and the construction of a concrete median island. During this work, stop/go traffic management will be in place.
SH26 Waitoa: 17 and 18 March
Stop/Go traffic management and a reduced speed limit will be in place for 2 nights from Tuesday 17 March in Waitoa for resurfacing works, between 8pm to 5am. Delays of up to 15 minutes are expected.
SH27 Link Road, Waharoa: 19 March
Stop/Go traffic management and a reduced speed limit will be in place for resurfacing on Thursday 19 March from 8pm to 5am. Please expect delays of up to 15 minutes.
Waharoa Rest Area Carpark
From 23 March to 2 April 2026 (approximately 1.5 weeks, noting 3 April is Good Friday), works will be carried out at the Waharoa Rest Area carpark. During this time, the contractor will be on site stabilising the pavement area, laying chip seal and asphalt, and repairing drainage issues. The carpark will be closed to the public for the duration of the works, with on-street parking available instead. Restrooms will remain open throughout the project, with access via the berm area and footpath opposite Pitt Street. Thank you for your patience while these improvements are completed.
