- Formed roads in all locations are able to accommodate certain utilities as specified above.
- Council has received designations which are listed in Schedule 4.
- Where the use of any public reserve is proposed the applicant shall be responsible for gaining approval from the administering agency.

Explanation
Works and Network Utilities are essential to maintain the environmental quality and quality of life considered acceptable within the District.
The main method of achieving this is by listing specific works and network utility activities and the status that is appropriate to the zones in which they are proposed.
Criteria for assessing discretionary activities are listed in Section 1, General Provisions.
