Alcohol Licensing Fees and Applications

Alcohol Fees Licensing Bylaw 

Since the introduction of the Sale and Supply of Alcohol Act 2012, inflation and the rising costs of processing, issuing, and monitoring alcohol licences have significantly increased.

In April this year, we introduced and consulted on an Alcohol Fees Licensing Bylaw (Bylaw) aimed at aligning licensing fees with the increased costs. The Bylaw was adopted by Council and came into effect on 1 July 2025.

We’re taking a staggered approach to increasing alcohol licensing fees. Increasing fees by 25 per cent from July 1 2025, another 25 per cent from July 1 2026 and a 3 per cent increase from July 1 2027 to account for rough inflation.

Alcohol Licence online application forms

Our Alcohol Licence application forms have moved online - see the digital form portal here!

In the portal you can apply for the following:

  • On-Licence - enables you to sell alcohol to be consumed on the premises, e.g. pubs, bars, cafes, hotels etc
  • Off-Licence - enables businesses to sell alcohol to be consumed off the premises e.g. liquor stores, supermarkets, gift baskets etc 
  • Club licence - enables clubs to sell alcohol on the premises only to members, guests of members, and members of clubs with reciprocal visiting rights.
  • Special Licence - enables organisers to sell or supply alcohol on specified premises for the duration of a specific event or occasion.
  • Temporary Authority Licence - enables a new business owner to operate the business until their own licence has been approved.
  • Manager's Certification - a certified manager must be on duty at all times when alcohol is being sold or supplied to the public. If the certified manager is ill, absent, dismissed or has resigned, a licensee can formally appoint a temporary or acting manager. For details refer to Section 22a and 230 of Sale and Supply of Alcohol Act 2012. 

*Note: with new On, Off and Club licences there is a building fee of  $275 and resource management fee of $400 for a new premises, or $155 for an existing premises. This must be paid at the time of application. Fees for On, Off and Club Licences will vary depending on the risk rating of the premises.   • Licence to occupy footpath
  • Notice of management change form (87.23kb) - this form needs to be completed if there has been any changes in management. For example, appointing an new manager, temporary manager or acting manager and if a manager leaves or changes position. This form should be sent to the Secretary of the District Licensing Committee and your nearest Police Station within two working days of the appointment.
  • Notice of Club Committee changes form (226.53kb) - this form needs to be completed if there has been any changes in your Club committee. For example, change of Club President, Change of Club Secretary or Change of Club contact details. This form should be sent to the Secretary of the District Licensing Committee.
  • Notice of Company Changes form (229.88kb) - this form needs to be completed if there has been any changes in your Company. For example, Change of Company name, appointment of New Director, termination of Existing Director, New Shareholder and Change in current Shareholdings. This form should be sent to the Alcohol Regulatory and Licensing Authority (ARLA) within ten working days of the changes.
