The Te Aroha spa should go ahead but not in isolation. It needs to include the historic ideas of also improving walk tracks, both in the domain and beyond, and also upgrade the bush area at the back.
This area has been cleared and replanted many times but without care & maintenance the agressive weeds and pest trees overwhelm the hillside. A maintenance plan is needed and money to allow it to happen. Nature walks with good interpretation huge asset.
