If the locals want it and are willing to fund it themselves then why not.

Rate rises need to be kept as low as possible, this will also help attract new people to the area to live and increase the ratepayer base.
What do you think about our plans for our other projects?
Water and wastewater are important infrastructure and need to meet the needs of future growth. Expanding housing for the elderly is self funding and a good idea. Destination playgrounds are not necessary.

The main problem with these rate increases, is that once the project is completed the rise in rates has become permanent.
