WHY SHOULD A HOUSEHOLD OF TWO PAY THE SAME AS A HOUSEHOLD OF 3, 4 OR 6 PEOPLE. THIS IS VERY IMPORTANT IN THE CASE OF WATER USE AND RUBBISH COLLECTION.
