6.2 Performance Standards

6.2.2 Roading and access

  1. Road Widening

    Where part of the land being subdivided is required for road widening or for other street purposes or for other works, the subdivision shall be designed as though such land had been dedicated prior to the time of subdivision.
  2. Access to be provided
    1. Every owner or occupier shall provide vehicular access to their property for parking and/or loading from a formed legal road or over land by mutual right of way or service lane. For design and location of access points see Transportation: Section 9.

    2. Any vehicular access / road that is new or an activity which results in a change in the character, intensity or scale of use of an existing crossing, which is unable to comply with the minimum sight distances and separation distances within the MPDC Development Manual 2010 shall be a discretionary activity.

    3. Any road, private way or access leg that is new or an activity that has resulted in the changed character, intensity or scale of use and unable to comply with the following table, shall be a discretionary activity.

    4. Rules 6.2.2(ii) (b) and (c) do not apply as performance standards to the Precinct F Matamata Structure Plan (refer Planning Maps and Appendix 9.2). Instead the matters in Rules 6.2.2(ii) (b) and (c) will be considered as matters of discretion (refer Section 1.4.21) in the assessment of restricted discretionary activity resource consent applications.

    Advice note:  Consideration will be given to reducing the access width in the Rural-Residential zone to a minimum of 6 m as a discretionary activity.

    The minimum width, design and construction of any access shall be in accordance with the MPDC Development Manual 2010.


  3. Any new road, access lot or private way shall be designed, constructed and located in accordance with the MPDC Development Manual 2010.
