Full description of idea:
I note that there was a shortfall in funding of $500k from sale of rubbish bags when you were budgeting for income of $853k from this source.
As a result of this the cost of rubbish bags and other refuse related costs have increased with the increase of rates in next rating year largely due to the latter.
My idea is that the council employ salaried refuse collection audit officer(s).
Their task would be to manually inspect every yellow wheelie bin of the 9500 properties on an ongoing basis to ensure the correct refuse was being placed in then.
The council is to establish a database of properties non complying and each wheelie bin is to be red stickered with an appropriate warning. The first 2 breaches would mainly be education however a 3rd non compliance should be met with a monetary fine. The sticker for non compliance should state this together with the items that should only go in a wheelie bin.
I'm pretty sure this course of action will ensure the correct refuse items are being placed in the wheelie bins.
Following on from this more properties will be forced to purchase council rubbish bags to correctly dispose their refuse.
The income from increased sales of rubbish bags and the mandatory fine income will increase council revenue even allowing for the employment of audit officers.
How this idea will benefit the community:
It will increase income for council.
Negate rate increases for property owners.
The climate effects of correct refuse in landfills will be beneficial and the council will be doing their bit to reduce emissions.
Property owners will take more care in separating refuse.
