If councils are suddenly finding themselves unable to cover the cost of upgrades, the question has to be asked and isn't asked enough, how over the course of X amount of decades have inevitable upgrades on a predictable timeline not being budgeted for regardless of any other excuses given at the heart of the issue is financial mismanagement?
