46:20 Question: Failing infrastructure are the result of failed councils. Rates are there to precisely cover the cost of things like water systems, management, and upgrades. If councils are suddenly finding themselves unable to cover the cost of upgrades, the question has to be asked and isn't asked enough, how over the course of X amount of decades have inevitable upgrades on a predictable timeline not being budgeted for regardless of any other excuses given at the heart of the issue is financial mismanagement?
