Matamata-Piako District Council administers dog control in accordance with national legislation, local bylaws and Council policies. These documents help ensure dogs are well cared for, responsible ownership is promoted, and the community is protected from dog-related nuisance, distress and danger.
Dog Control Act 1996
The Dog Control Act 1996 is the primary legislation governing dog ownership in New Zealand. It sets out the responsibilities of dog owners, registration requirements, offences and penalties, and the powers available to councils to manage dangerous, menacing and uncontrolled dogs.
The Act aims to:
- Promote responsible dog ownership
- Ensure dogs are kept under control
- Protect the public from dog-related danger, distress and nuisance
- Support the welfare and management of dogs
Dog Control Bylaw
The Dog Control Bylaw supports the Dog Control Act by establishing local rules for dog ownership and control within the Matamata-Piako District.
The bylaw includes rules relating to:
- Dog exercise and prohibited areas
- Dogs in public places
- Dog owner responsibilities
- Nuisance behaviour such as roaming dogs
- Requirements for dangerous and menacing dogs

Policy on Dogs
Council's Policy on Dogs outlines how dog control is managed throughout the district and provides guidance on responsible dog ownership, dog access rules, dangerous and menacing dogs, and enforcement practices.
The policy works alongside the Dog Control Act and Dog Control Bylaw to support a safe and dog-friendly community.

Annual Dog Control Report
Under the Dog Control Act 1996, councils are required to report annually on the administration of their dog control policy and practices.
The Annual Dog Control Report provides information on:
- Registered dog numbers
- Complaints received
- Dog attacks and infringements
- Impoundments
- Council's dog control activities during the year
